Heat the olive oil in a large pan or pot over medium heat.
Add the ground beef and cook, breaking it into crumbles, until browned.
Cook the bacon (in the air fryer, skillet, or oven) until crispy, then chop and set aside.
Add the chopped celery, onion powder, garlic powder, oregano, basil, red pepper flakes, salt, and pepper to the beef. Cook, stirring often, for 3–4 minutes.
Pour in the red wine and stir, scraping up any browned bits from the bottom of the pan.
Stir in the diced tomatoes with their juice. Cover and simmer for 10 minutes.
Uncover and continue cooking, stirring occasionally, until the sauce thickens (about 20 minutes).
Stir in the heavy cream and simmer for another 5 minutes.
Add the red wine vinegar and the chopped bacon. Taste and adjust seasoning with additional salt and pepper if needed.
While the sauce finishes, spiralize the zucchinis into noodles. Place them in a microwave-safe bowl, season with a pinch of salt and pepper, cover, and microwave for 1 minute. Stir and microwave for another 1 minute until just tender.
Divide the zucchini noodles between plates, top with the meat sauce, and sprinkle generously with Parmesan cheese. Serve immediately.
